Get Client Polaris Credentials

Return the current Polaris-credential state for a client. Plaintext polaris_client_secret is included so CAMS staff can copy it back to an enterprise admin if they lost it — same privilege as the customer "Connect Your Query Engine" modal, just operated by staff.
