Get Resource Hierarchy

Return the permission resource hierarchy (parent -> children).

Static structural metadata defining the permission model. This is the single source of truth for the hierarchy: the UI fetches it once at startup instead of hardcoding its own copy. Served with an ETag so clients revalidate with a cheap 304 until the hierarchy actually changes.
