List Active Contract Billing

Active Block contracts with per-contract Stripe billing for the Active Contracts tab. One row per active contract (keyed by block_request_id so the UI joins it onto the request row it already renders). Subscription status + next-invoice date are fetched live from Stripe on view, best-effort — a Stripe miss falls back to the stored denormalized fields.
