Deactivate Wholesale Client

Deactivating a wholesale client does not return a slot to the pool — the license stays consumed for the term (no recycling, WR-3). Access is cut for real, same as the admin client-deactivation flow: Okta users are deactivated so platform and MCP access ends immediately.
