List Client Block Admins

Return the names / emails of users in the caller's client who can approve Block Data requests as Block Admin — i.e. anyone with block_role = Block Admin (which by migration / role-change hook also covers Super Admin users).

Powers the "Your Block Admin(s)" tooltip in power-ui's request modal.
