Open to any Block-role user — the sheets aren't sensitive, and the catalog response advertises their availability to every (Block-role) caller. The Content-Disposition uses the user-facing dataset_id rather than the on-disk filename so the internal numbering never leaks. Successful downloads are recorded to the block.audit logger.
