Finish Comparison

Re-run only the compare phase for an A/B test whose comparison failed.

When the judge/compare phase fails but both run sets already completed, there's no reason to re-run investigations (they're expensive). This endpoint validates that the test is in a state where the compare phase can be retried in isolation and starts a dedicated Temporal workflow that only runs compare_results.
