Get a staff member's entries for a step (with interim flag)
Requires permission: StaffMember
Legacy /reports/steps/staff/entries route: returns the report entries for a step scoped to the signed-in staff member (or the given MIS staff code). The IsInterim flag is accepted for route parity but does not change the result set.
