Archive questionnaires

Moves the given questionnaires to the archived list. All-or-nothing: every id must belong to the calling company and must not be a template, otherwise nothing is archived. Archiving is idempotent — re-archiving an already-archived questionnaire succeeds and changes nothing. Any status can be archived. Each answer request attached to an archived questionnaire notifies its answering company.
