Invite companies to answer a questionnaire

Creates one answer request per company on the given questionnaire, which must belong to the calling company and must not be a template. All-or-nothing: every company must be one the caller holds a profile for and must not already have a live request for this questionnaire on behalf of the same company, otherwise nothing is created. The first invite publishes a DRAFT questionnaire — it moves to ACTIVE. Each request inherits the questionnaire's due date, and the answering company is notified.
