What a writeup is for, which decides how its sections are laid out.

One format, one set of blocks, one set of tools — only the height policy on top-level sections differs. A WRITEUP flows and the page scrolls; a DASHBOARD and a PRESENTATION lay each section out to fill the viewport.

Chosen once, when the document is created. Changing it under existing content rescrambles the layout, so that stays the user's decision.
