Import Workspace Endpoint

Import a .qualia archive into the active workspace.

The upload is spooled to a temp file rather than read into memory: an archive carrying a whole workspace can be arbitrarily large.

Kernel-state restore and agent resume are local-only: cloud kernels run in remote sandboxes, so cloud imports land with every session idle and no restored kernel state.
