Get establishment cluster

Get a physical-site cluster: all records that share an establishment_id, plus the establishment's confidence + cohesion + fragility.

Singletons (records with no merge) return a single-member response with confidence: null -- they didn't get merged, so there's no cluster confidence to report. The record is the establishment by definition.
