Public health endpoint — returns ok/unhealthy only.

Used by UptimeRobot and status-page builders. Intentionally minimal to avoid leaking internal operational detail. Only DB + data-loaded checks trigger 503 — pipeline freshness is not customer-facing and is exposed on /v1/health/detail for admin monitoring.
