Get Client S3 Summary

One client's S3 rollup: Allocated / Accrued / Consumed / Available, plus its grants.

The client-facing twin (/ledger/s3/summary) scopes to the caller's own token, which is the one thing CAMS cannot use — Cole is looking at somebody else's wallet. Same read service, so the two surfaces cannot drift into reporting different numbers for the same client.
