Create delegated authorization

Creates a delegated scoped authorization code for a user. The difference between this and authorization-grant is that this endpoint allows the client to specify an actor client that is allowed to use the authorization code. This is useful when a client wants to delegate access to another client.

Authorization code which is single-use only and short-lived. It should be treated as opaque (no defined format).
