Set Root Rule Chain (setRootRuleChain)

Makes the rule chain to be root rule chain. Updates previous root rule chain as well.

Available for users with 'TENANT_ADMIN' authority.

Rule Chain type. 'EDGE' rule chains are processing messages on the edge devices only.
