Dev-only: instantly connects a synthetic MockHub SCM provider to a workspace (no OAuth) and kicks a first inventory scan of its seeded repos/skills. Rejected with 404 unless NODE_ENV is development, and 503 when the workflow engine could not accept the first scan.
