Submit KYB form — awaiting → reviewing (business)

Submits the form, moving awaiting → reviewing. Requires every MSA document to be accepted: the form may be filled in while the agreement is under legal review, but not submitted. A reviewing or approved form is rejected (the send-back is the OpsDash unlock action).
