Refresh taxonomy from connected CMS providers

Pulls the live categories/tags from the team's connected providers (WordPress, Ghost, Shopify, Webflow, Grigora) into the reusable vocabulary and returns it. Purely additive - terms created in SnowSEO are never removed. Re-importing each WordPress-published article's own assigned terms continues on the queue afterwards (syncPending). Single-flighted per team.
