Builds an XML sitemap from the team's crawled pages, honouring the excluded-URL rules. With makePublic=true it PUBLISHES the sitemap to a public URL that search engines can fetch — that is outward-facing, so confirm with the user before setting it. Leave makePublic false to just produce the file.
