Add several Next Steps

Adds up to 5 tasks to the team's Next Steps board in one call. Use this to turn the actions you just recommended into work the user can track, instead of leaving them in the chat: one call, one confirmation, most important first. A task that repeats something already on the board is skipped automatically, so there is no need to read the list first and it is safe to run again after the same analysis. Returns what was added and what was skipped, with the reason for each - tell the user both.
