List subscription plans

Returns active subscription plans with their gating columns (RPM, request quotas, allow_* flags) and their admin-curated marketing bullets (features). The response is wrapped in a plans array; when Paddle is configured the response also carries paddle_client_token + paddle_env for the checkout overlay.

Resolution order for each feature on the frontend: i18n_key (when the current locale has it) → raw label → key.
