Get Personal Folders

Returns personal reference folders owned by the specified user (access level 30). Account Folders, My References folders, folders shared with the user (but not owned), and deleted folders are excluded.

Uses the authenticated session's CompanyId and AccountId as security scope.

Returns success=true with folders=null when the user has no personal folders.
