Delete Account

Remove everything provisioned for a workspace. Idempotent.

Same effect as deleting the connection today, because a Partner Connect account maps to exactly one workspace connection. Kept as a distinct route so the contract stays explicit if that ever stops being true, and 204 here because the contract asks for a body only on delete-connection.
