List Competitions

List all active competition datasets with their top scores.

Args: auth: Authenticated caller. include_samples: If True, fetch sample rows from S3 for preview. Defaults to False for fast loading.

Returns: Every competition dataset with its current winner, entry count and optionally a few sample rows for preview.

Raises: HTTPException: 500 when the competitions cannot be read.
