Parse an x402 Bazaar extension response

Returns normalized accepted, processing, rejected, malformed, or missing status and remediation from provider-supplied EXTENSION-RESPONSES evidence. It never fetches the endpoint, settles a payment, accesses wallets, or echoes raw headers.
