Plans x features grid plus the org's current entitlements.

enabled is False when the Autumn kill-switch (AUTUMN__ENABLED) is off: the org may not exist in Autumn yet, so plans/features are empty and customer is None, and the frontend renders a "billing not configured" state instead of erroring.
