Apply id-addressed PATCH ops to a workflow revision's graph
Apply an ordered batch of id-addressed ops to the stored graph, then validate and persist through the same chokepoint as PUT (gate draft_save, optimistic-locked on base_version). The orchestration (None-graph guard, op application, base_version defaulting) lives in svc.apply_ops so the MCP patch_workflow_graph tool shares it verbatim — the router keeps only the HTTP-response concerns below.
