Download subtitles in SRT or VTT format for a specific media and locale.

Args: media_id: The ID of the media locale: The language locale (e.g., 'en', 'es', 'fr') file_type: The subtitle format - either 'srt' or 'vtt' file_name: Optional custom filename (without extension)

Returns: Response with subtitle file content
