JSON Web Key Set endpoint.

Returns the RSA public key used by MCPJWTSigner to sign outbound MCP tokens. MCP servers and gateways use this endpoint to verify liteLLM-issued JWTs.

Returns an empty key set if MCPJWTSigner is not configured.
