Test Webhook
Enqueue a synthetic webhook.test delivery. Customer uses this to verify their signing-verification code works before they wait a week for the first real snapshot.ready event.
Returns the delivery row id; customer can poll the GET /v1/webhooks/{id}/deliveries endpoint (not yet shipped) or just wait for the POST to land on their side.
