Enqueue comms-learning capture for a message with saved thumbs-down feedback + comment. No-op (not an error) when the message doesn't actually carry a thumbs-down comment yet, or isn't a recognizable agent-authored draft — the client is expected to call this right after saving that feedback, but this endpoint never guesses at evidence.
