Social Set Schedule

Set the deterministic auto-sync schedule for a connected network. Stores the cadence and computes the first next_sync_at; the scheduler sweep (run_social_sync_sweep_job) enqueues the existing contacts + messages sync jobs when a row comes due. Returns the updated schedule (same field shape /status exposes).
