Create Submerchant
Create a sub-merchant and prefill a draft onboarding form with a lean Phase-1 field set. Caller-supplied merchantId/email map to the new sub-merchant's identity and login; the remaining fields are validated against the ISV Phase-1 subset and written as a draft Onboarding form.
