Get Agent Provider Access

Return the MCP-channel blocked provider list for the agent's owning client.

Used by mcp-service to enforce per-client data source restrictions on x402 agent tool calls. Returns only mcp_blocked — the minimal slice needed by the caller — to avoid over-sharing internal access configuration.
