Reset Credentials

Reset a principal's credentials.

WARNING: new credentials are returned in the response body. Callers must store them in a secrets manager immediately and not log the response. TODO: migrate to writing directly to Vault/Secrets Manager and returning only a reference ID to eliminate credential exposure over HTTP.
