Censorship-intent profile: per country, the Citizen Lab category mix of the domains it NATIONALLY blocks (>=3 ASNs), rolled up into three low-contestation focus shares — political_speech (NEWS/POLR/HUMR), regulated_morality (GMB/PORN/ALDR), circumvention_tooling (ANON/VOIP). Answers 'what is this censor aimed at?'. HONEST: anomaly-based censors (e.g. China's GFW) are under-counted; shares are over tagged domains only. ?country=XX one country; ?min_domains=N (default 5) floor.
