Get voice calls (with recordings and transcripts) for an issue.
Returns voice call records for the specified phone issue. Each call includes its recordings, with parsed transcript segments and a presigned download URL for the audio file. Recordings whose transcript has not yet completed are omitted; refetch later to see them.
Rate limit: 20 requests per minute
