Submit a metered usage record to the provider

Forwards a single metered usage record to the connected marketplace or CRM. A MarketplaceMeterSubmission row is always written as an audit trail, even if the provider call fails. Idempotency is guaranteed via the idempotencyKey field (auto-generated when omitted).
