Get accepted transfer syntaxes

Get the list of UIDs of the DICOM transfer syntaxes that are accepted by Orthanc C-STORE SCP. This corresponds to the configuration options AcceptedTransferSyntaxes and XXXTransferSyntaxAccepted.
