PanopticAuth OIDC client config

Auth: Anonymous - no token required.

Returns the (non-secret) PanopticAuth OIDC client configuration — authority, client id and redirect URIs — sourced from Key Vault. The client is created in the PanopticAuth admin interface and its id/redirects are stored in Key Vault, so nothing is hardcoded in the app.
