Get a student's entries for a step (legacy /reports/reallocation/students?StudentId=&StepId=)

Requires permission: ReportAdmins

Returns the report entries for a pupil (by MIS NAME_ID) within a step, each carrying the writing teacher's name. Port of the legacy v2 GetEntriesForStudent endpoint.
