Reallocate a staff member's entries to another teacher (legacy PATCH /reports/reallocation)

Moves every entry in a step + entry-name group from the old writing teacher to the new one (resolved from the new teacher's email -> MIS STAFF_ID). Port of the legacy RPT_RA_StaffEntries SP.
