Get the list of reports for a student

Requires permissions: Guardian or Leaver or Parent or StaffMember or Student

Returns the distinct reports a pupil has entries in, with publish flags. Staff may pass any NameId; a student/leaver or parent/guardian is scoped to themselves / their child. Unpublished reports gain a 'Published on ...' suffix for the non-staff audience. Leaver self-view is in the FR-019 in-scope set.
