Get workflow status (Temporal-backed compat shim)

Backwards-compatible polling endpoint for CLI builds released before the workflow DB table was retired. Resolves status from the Temporal describe API; the path param is a Temporal workflow ID, not a UUID. Deprecated — new clients should poll the workflow-backed entity (e.g. generation-run / eval-run) instead.
