Get the draft AML screening rules

Returns the draft revision of the AML screening rule chain — the editable revision all rule changes apply to. If no draft exists yet, one is created automatically as a copy of the published revision (or empty when nothing is published), so this endpoint always returns a draft. The notices list contains the current validation findings; publishing requires no error-level notices.
