Top short-term banking movers (window months MoM)

Countries ranked by absolute short-term banking holdings change between the latest period and window months earlier. Returns top increases AND top decreases (so both biggest buyers and biggest sellers appear). Default window is 3 months. Skips countries with insufficient history for the requested offset.
