Download public congress.gov / govinfo.gov document assets (bill / amendment text versions) and return their bytes - base64 for PDF, decoded text otherwise. Body: {"urls": [...]}. Keyless re the congress.gov API (the assets are public) but still behind the Sugra x-api-key. Only https congress.gov / govinfo.gov hosts are allowed.
