Toggle server active/standby (server-level, calm-period switchover)

Flips this replication-manager between Active and Standby and propagates the new status to all its clusters (yield to peer / take over). Calm-period only: refused with 409 during split brain. Server-level counterpart of the per-cluster set-active-status endpoint.
